Young Man from Bijapur Reclaims Life Through Surrender and Rehabilitation Policy
Raipur-The journey from darkness to light is rarely a straight road. It winds through despair, struggle and uncertainty before opening into hope, dignity and purpose. At just 22, Arvind Hemla’s life embodies this transformation — a story shaped by hardship, but rewritten through courage, resolve and timely guidance.
Born into a modest rural family in Bijapur district, Arvind grew up in the shadow of poverty, illiteracy and social challenges. His family depended on agricultural labour for survival, often struggling to meet even basic daily needs. Tragedy struck early when his father passed away in 2009, followed by his mother in 2016, leaving him alone and vulnerable at a formative age.
In his youth, a combination of adverse local conditions, economic distress and misguided company drew Arvind towards Naxalite activities. What began as an influence gradually became entanglement, disrupting his social and personal life. Yet, with time came a moment of reckoning. Arvind realised that this path led only to fear and an uncertain future.
Determined to reclaim his life, he chose a different road. Inspired by the State Government’s Surrender and Rehabilitation Policy, Arvind voluntarily surrendered in March 2025, marking a decisive turning point.
Following his surrender, he was enrolled at the Rehabilitation Centre in Bijapur, where he received structured guidance, institutional support and skill development training. He trained as a mason, acquiring technical expertise in construction work, which later became the foundation of his new life.
Today, Arvind is employed as a construction worker in Mancherial district of Telangana, earning Rs 600 per day. Through diligence and perseverance, he has not only achieved financial independence but has also successfully reintegrated into the mainstream of society, leading a life of dignity and self-respect.
The State Government’s rehabilitation policy aims to bring individuals who have strayed into violence back into the fold of society, offering them an opportunity to rebuild their lives with support and direction. Arvind Hemla’s journey stands as a powerful reminder that no circumstance is beyond redemption. With the right choices, unwavering determination and sustained effort, even the most difficult paths can lead to renewal and hope.

रायपुर-अंधेरे रास्तों से लौटकर रोशनी तक का सफर निराशा, संघर्ष और कठिनाइयों से निकलकर आशा, सफलता और ज्ञान की ओर जाने का प्रतीक है। यह एक ऐसी यात्रा है जो दृढ़ इच्छाशक्ति और सही मार्गदर्शन से पूरी की जा सकती है। 22 वर्षीय अरविंद हेमला का जीवन संघर्षों से भरा रहा है। बीजापुर जिले के एक साधारण ग्रामीण परिवार में जन्मे अरविंद बचपन से ही आर्थिक तंगी, अशिक्षा और सामाजिक चुनौतियों से जूझते रहे। परिवार की आजीविका कृषि मजदूरी पर निर्भर थी, जिससे दैनिक जरूरतें पूरी करना भी मुश्किल हो जाता था।
कम उम्र में ही माता-पिता का साया सिर से उठ जाना उनके जीवन का सबसे बड़ा आघात था, पिता का निधन 2009 में और माता का 2016 में हो गया। इस घटना ने अरविंद को पूरी तरह अकेला और असहाय बना दिया। युवावस्था में गलत संगति, क्षेत्रीय परिस्थितियों और आर्थिक मजबूरियों के कारण अरविंद नक्सली गतिविधियों की ओर आकर्षित हो गए। धीरे-धीरे वे इस रास्ते में उलझते चले गए, जिससे उनका सामाजिक और पारिवारिक जीवन पूरी तरह प्रभावित हो गया। लेकिन समय के साथ अरविंद को एहसास हुआ कि यह रास्ता उन्हें केवल भय और अनिश्चित भविष्य की ओर ले जा रहा है। उन्होंने अपने जीवन को बदलने का दृढ़ संकल्प लिया। शासन की आत्मसमर्पण एवं पुनर्वास नीति से प्रेरित होकर उन्होंने मार्च 2025 में स्वेच्छा से आत्मसमर्पण कर दिया।
आत्मसमर्पण के बाद शासन द्वारा उन्हें पुनर्वास केंद्र बीजापुर में आवश्यक मार्गदर्शन, सहयोग और कौशल विकास का प्रशिक्षण दिया गया। राज मिस्त्री कार्य का प्रशिक्षण प्राप्त कर उन्होंने निर्माण कार्य में तकनीकी दक्षता हासिल की। आज अरविंद तेलंगाना राज्य के मंचेरियल जिले में एक निर्माण श्रमिक के रूप में कार्यरत हैं और प्रतिदिन 600 रूपए की मजदूरी अर्जित कर सम्मानजनक जीवन जी रहे हैं। अपने परिश्रम और लगन से उन्होंने न केवल आत्मनिर्भरता हासिल की है, बल्कि समाज की मुख्यधारा में भी सफलतापूर्वक वापसी की है।
राज्य सरकार की पुनर्वास नीति हिंसा की राह छोड़ने वाले नक्सलियों को मुख्यधारा में लाने और समाज के साथ फिर से जुड़ने में मदद करना है। यह कहानी हमें सिखाती है कि चाहे परिस्थितियां कितनी भी कठिन क्यों न हों, सही निर्णय, दृढ़ इच्छाशक्ति और निरंतर प्रयास से जीवन को नई दिशा दी जा सकती है।

विशेष आवास परियोजना से मिला पक्का आशियाना
रायपुर-छत्तीसगढ़ में सुशासन सरकार की सरकार ने माओवादी आत्मसमर्पण, पीड़ित राहत एवं पुनर्वास नीति-2025 हिंसा छोड़ मुख्यधारा से जुड़ने वाले नक्सलियों को नई जिंदगी दे रही है। छत्तीसगढ सरकार ने माओवादी आत्मसमर्पितों को 5 लाख तक की सहायता, कौशल प्रशिक्षण, और सम्मानजनक जीवन प्रदान कर नक्सल-मुक्त बस्तर के सपने को साकार कर रही है। कोण्डागांव जिले के फरसगांव के सुदेर पंचायत चिंगनार के श्री पवन कुमार को पुनर्वास नीति के तहत पक्का आवास मिलने से उनके जीवन में सकारात्मक बदलाव आया है।
कोण्डागांव जिले के विकासखण्ड फरसगांव के दूरस्थ ग्राम पंचायत चिंगनार, जो मुख्यालय से लगभग 45 किलोमीटर की दूरी पर स्थित है, कभी इस क्षेत्र में माओवाद के प्रभाव के कारण भय और असुरक्षा का माहौल था। अब इन क्षेत्रों में राज्य शासन की पुनर्वास नीति के तहत शांति और विकास स्थापित हो रहा हैं। इसी गांव में रहने वाले श्री पवन कुमार को पुनर्वास नीति के तहत पक्का आवास मिलने से उनके जीवन में सकारात्मक बदलाव आया है। पवन कुमार पूर्व में माओवादी संगठन से जुड़े हुए थे। उस दौर में उनका जीवन असुरक्षित और कठिनाइयों से भरा हुआ था। उनका परिवार जंगल किनारे एक झोपड़ी और जर्जर कच्चे मकान में रहने को मजबूर था, जहां न तो पर्याप्त सुविधाएं थीं और न ही सुरक्षित भविष्य की कोई उम्मीद।
समय के साथ उन्होंने यह महसूस किया कि हिंसा का मार्ग केवल विनाश की ओर ले जाता है। शासन की आत्मसमर्पण एवं पुनर्वास नीति से प्रेरित होकर उन्होंने साहसिक निर्णय लेते हुए माओवादी संगठन से नाता तोड़ लिया और समाज की मुख्यधारा में लौटने का निर्णय लिया। यह निर्णय उनके जीवन का सबसे महत्वपूर्ण मोड़ साबित हुआ।
आत्मसमर्पण के बाद जिला प्रशासन द्वारा विशेष परियोजना आवास (आत्मसमर्पित परिवार) प्रधानमंत्री आवास योजना ग्रामीण के अंतर्गत वर्ष 2024-25 में उन्हें आवास स्वीकृत किया गया। शासन की सहायता से उन्हें चरणबद्ध तरीके से आर्थिक सहयोग प्रदान किया गया, जिसमें प्रथम किश्त के रूप में 40 हजार रुपये, द्वितीय किश्त में 55 हजार रुपये तथा अंतिम किश्त के रूप में 25 हजार रुपये की राशि दी गई। इसके साथ ही महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना (मनरेगा) के अंतर्गत 90 दिनों की मजदूरी भी प्रदान की गई। इन सभी सहायता राशि और योजनाओं के समुचित उपयोग से पवन कुमार ने निर्धारित समय में अपना पक्का घर पूर्ण कर लिया। यह घर केवल एक आशियाना नहीं, बल्कि उनके नए जीवन की मजबूत नींव है। अब उनका परिवार सुरक्षित वातावरण में रह रहा है और भविष्य को लेकर आश्वस्त है।
इसके अतिरिक्त शासन द्वारा उनके घर में बिजली कनेक्शन, रसोई गैस, शौचालय और नल-जल जैसी मूलभूत सुविधाएं भी उपलब्ध कराई गई हैं। इन सुविधाओं ने उनके जीवन स्तर में उल्लेखनीय सुधार किया है और उन्हें एक सम्मानजनक जीवन जीने का अवसर प्रदान किया है। आज पवन कुमार अपने परिवार के साथ शांतिपूर्ण, सुरक्षित और खुशहाल जीवन व्यतीत कर रहे हैं। और बेहतर भविष्य के लिए भी नई उम्मीदों के साथ आगे बढ़ रहे हैं। उन्होंने शासन-प्रशासन की इस पहल के प्रति आभार व्यक्त करते हुए प्रधानमंत्री एवं मुख्यमंत्री का धन्यवाद ज्ञापित किया है।
Chhattisgarh’s Amita Shrivas Aims for Everest Summit: Chief Minister Shri Sai Hails Her Grit and Determination
Raipur, April 6, 2026/ Chief Minister Shri Vishnu Deo Sai has extended his heartfelt wishes to Ms Amita Shrivas, a young mountaineer from Janjgir-Champa district, for her upcoming Mount Everest expedition.
During a meeting held today at the Chief Minister’s residence in Raipur, Shri Sai noted that Ms Shrivas is set to depart for Kathmandu on April 9 with the resolve to hoist the Indian Tricolour atop Mount Everest, the world’s highest peak. He remarked that her journey is not merely a personal milestone, but a soaring expression of the aspirations, courage and self-belief of the entire state of Chhattisgarh.
Highlighting the significance of her endeavour, Chief Minister Shri Sai said that her expedition stands as a testament to the idea that no summit remains unattainable when determination is unwavering. He observed that the daughters of the state are consistently setting new benchmarks across diverse fields through their talent and perseverance, thereby shaping a renewed identity for Chhattisgarh.
Shri Sai further pointed out that Ms Amita Shrivas had earlier demonstrated her grit and capability by scaling Mount Kilimanjaro in 2021 on the occasion of International Women’s Day. Her continued pursuit of excellence is not only an achievement in itself but also a living source of inspiration for the youth of the state, especially young women.
Expressing confidence in her success, the Chief Minister stated that Ms Shrivas will accomplish this challenging mission and unfurl the national flag atop the world’s highest peak, bringing pride to Chhattisgarh and the nation at large.
On behalf of the people of the state, Shri Sai conveyed his best wishes to Ms Amita Shrivas for this significant expedition and prayed for her bright and successful future.
